Tunnel of Frost

Even though I was running behind on my way to the office, I stopped on the 12th Avenue North bridge over I29 to take a photo of the nicely done flocking of the chainlink fencing. Frosty fog gripping Fargo for the last 24 hours made for a cool photo. You could barely see through to the traffic below.
Interesting how nature works.
In reality, why do they have to cover the pedestrian walks 100 percent? Is it to keep people safe from traffic or to keep useless knuckle heads from tossing crap down to cars below? Maybe a little bit of both. I typically do not ride the sidewalks but am forced to due to the season which is just fine as I feel safer too.
